Probably need the firmware (XXX) and hardware (H??) build plus the FeCs (long menu button press, installed / available) for people to get their teeth into that. The FeCs are the way elements of the firmware can be un locked. Possible wifi is there but not turned on, but if it's not there and you bought data then if it's been decided it's not going to work like that then it's those three parameters of significance. The manuals tend to be universal to the model range which may overstate what's actually fitted to the car.
@East Yorkshire Retrofits any comments. Who's got it and what are those three parameters if it isn't a menu toggle to turn it on.

good morning. I would personally look at the adjustments of the 5F first. STG 5F ---> adjustment ---> WLAN must be active. The same is true for WLAN 5Ghz

I have the same system in my ibiza. You have wifi but you can only use if for wireless android auto or Apple carplay. It's not possibly to use the wifi as a hotspot to share Internet. In the manual they also have the system with larger screen. You will need that one for Internet connection.
Well the Ateca in 2017 form had the wifi transmit function taken out although you could enable it. It's like the router functions you find in home WiFi. In the Ateca they had suppressed the toggle menu so the manual didn't tally. This was the time when Seat had dipped it's toe into apps. They released the apps but could not connect to the car

If you have obdeleven, check module multimedia 5f go to adaptation, search for function configuration connectivy
I will attach a screenshot of my configuration. If you don't have android auto enable try to enable it and maybe you get wireless android auto.
I don't think it's possibly to activate a wifi hotspot in the entry level system, I tried and I have searched alot about it.
