The times were a surprise to me too.
Having said that, using this as a base, and knowing that some mapped Leon Cupra R's can do the 1/4 mile in 14.0 seconds @ around 100mph, even tuned CTR's should be no
problem for a tuned LCR.
In gear should be a win for the LCR as well, but the CTR would always be in a lower gear to get the best accelaration at the specified speed. The torque in an LCR would also give an initial edge if the CTR was off the boil (out of VTEC zone).
I have had 2 1.6 VTi Civics and they were absolutely awesome cars, but there is a way to drive them fast, and unless you are absolutely on the ball 100% of the time and ragging the absolute nuts off it, a turbo'd car with superior torque would most likely get the upper hand 9 times out of 10.
Stock vs stock, there is probably not too much between an LCR and a CTR. On a mostly straight track, my money would go on an LCR but the Honda on a twisty one.
