Two questions here.. never used tiger seal or sikaflex so wondered which is the best. And main question is, would something that's been vinyl wrapped still bond well?

Both are very similar, most bodyshops use Sikaflex (must be cheaper?)

If you're bonding something with a bit of weight then be careful as if the vinyl tears you'll risk losing whatever is attached. Can you not remove the vinyl from the section you use the sikaflex on as i'm guessing it wont be seen anyway?

You've got my bum hole twitching now pal. Last thing I want is that happening. It's a spoiler that will be wrapped and gunna bond it on.... I thought of cutting of were it will be bonded but don't wanna risk ruining the vinyl

You don't want to bond a spoiler by the vinyl - the airstream will rip it off at speed - use a razor on the bottom of the legs or flat surface which will be touching the tailgate and bond there
