Why not all white or all yellow? So I google it. Fun facts:

Visibility and distinction: The color combination facilitates visual identification of vehicles and helps to easily distinguish the front from the back of a vehicle.

Safety: The white color at the front can improve the vehicle's visibility for drivers coming from the opposite direction, especially in low light conditions. The yellow color at the rear is more visible to drivers behind, which helps to avoid rear-end collisions.

Yes, I think the UK and The Netherlands are the only ones to feature yellow (NL for both front and back).
Everywhere else in Europe is white. Belgium use red text on white and Monaco use blue text on white.
