Weird issue when turning on car ignition

After jumping back in my car to get home from work it made a weird noise when turning it on. It still drove fine without any issues and sounded fine too. To note, the only thing different today was I drove through some water on the way in the morning which did cause a splash. I have uploaded/ posted the link of a YouTube video of my issue.

even when car was running at full temperature it still made that sound when trying it at homemind you it is still quite cold and raining quite bad outside etc. any ideas on what it could be?

Hard to tell from the video. Could maybe check the air filter/box hasn't got soaking wet or water inside it?

Update: got it checked out at the garage today as well as getting some stuff fixed I wanted to do a while ago and it was found to be either the starter motor or flywheel. I was told to just leave it for now/ don’t mess with it. I think more likely the starter motor than flywheel as the clutch kit was changed last year. Never know till you open it up though
