Can anyone tell me when the air is recirculating,when red bar light is on or off.

From user manual :

Air recirculation mode

Air recirculation mode prevents the ambient air from entering the interior.
When the outside temperature is very high, selecting manual air recirculation mode for a short period refreshes the vehicle interior more quickly.

Switching the air recirculation mode on and off

Activate: press the button until the warning lamp lights up.
Deactivate: press the button until the warning lamp goes off.

Many thanks only asked because heating is off when light is on very confusing, to me anyway
