likely it's damaged and nees replacement.

That's easy to fix. Fold the mirror and you'll see the rubber film, there's a little hole in there use a torx key or a flat screwdriver and simply tighten the screw.

Try to tighten it as apsol said.

Manual are harder to remove, they need to remove the door card to remove.
