The statement can be true - a generic map is designed based on the STANDARD cars characteristics.

Although potencially a bigger exhaust will help no end the map is designed to make the most out of the standard car.

In terms of lowering BHP it means that a custom map would make the most of the exhaust where as the generic isnt designed for it.

You can apply that rule to anything though. Bigger bore exhaust loweres exhaust gas temperatures hence the turbo will run cooler thus giving more power.
