Suspects it's a paid license it's how VAG work. You buy 4k TV but it's SD till you buy the license to unlock it (if it was a VAG TV). Cheaper to make it like that then they charge for functionality that the customer hasn't bought controlled by software unlocking.
It depends whether the Obdeleven people have found a way around it. The wireless Android auto what this thread is about was that it just needed coding. I suspect there is still a way to go before things that need activation by a dealer with mib3 can be done via user coding. They use a security key for the licenses so that is protecting their income stream.
Ask trusty @East Yorkshire Retrofits for their views on this who I'm sure have the way with all to do the official method I guess.

You need an activation document, these are available from your local dealer - you'll need them to activate it too. The document contains 3 codes which when entered in the guided function within ODIS, prompts the VWAG mothership to generate and install the necessary FECs into your car.
