Sorry mate, you won't be able to tell just by looking at a belt weather it's been changed within 91000 miles.
It could have been changed at 25000 miles. Or whatever.
Just by 'looking at it' you won't be able to tell if its been changed.
You can tell if a belts 'worn' and in need of changing.
The belt would be cracked/split if its 'worn'
Obviously other factors take into account but as a rule of thumb.

I understand where your coming from George I was told that it was done just after 60000 miles and it wouldn't look like it did when he pulled the cover back to have a look you can see how low the belt has got so it would look less worn than it looks now not far from snapping.

Any decent seat/vw independent garage with good reviews, where are you based? Have a look at the site sponsers.
It might have been remapped? If its had a few mods id check they've been installed correctly.

I think any new used car your going to find issues, all part of it. good branded tyres or budgets?

I am based in didcot Oxfordshire I have just ordered a new key and remote so would need to get that programmed. I was told by the guy that it hasn't been remapped but I don't believe anything he says now but doesn't feel much quicker than my old dc2 integta.

No mate I work for a VW engine company so I can get all parts for VW, Audi, Skoda and Seat through work so I am supplying the cam belt and tensioners plus water pump.

That's good then. But when I start the car it is -PSI then when I drive I can get it up to 0 the put my foot down and it hits 11psi

Update:

Just ordered all the parts today which will be here tuesday creepy thing was had the metal pipe here in stock so that is with my bits. Just spoke to the chap and he is going to do the below bits for £300-350 think that is a bargin

CV Joint
anti roll bar bushes
full service including cam belt and waterpump
Coolant pipe replacement
Coolant change including bottle removel and replace with new
sump replace

worth him having a look and possibly replacing/cleaning oil pick up pipe whilst sumps off... if its not had reg oil changes it could be semi blocked with sludge.

Thats not a bad idea mate but the car has full service history apart from 1 which he said he did himself so should be ok but he is looking all over it while doing the work. Thanks for your help pat you have been very helpful.
