help please just been out tonight and the top brake light stays on and the two normal ones dnt flash when pres the peddle i checkd the fuse and its fine what causeing this problem

Planning to fit LEDs to use as daytime running lights does anyone know the law on these do they need to be wired to the side lights or can I wire them into the dipped beam. Do they need to be on a switch? Has anyone got an idiots guide to fit these lights?
