In short, since 2011 aftermarket HID converted headlights were a fail as unless fitted with outo leveling and washing systems as per VOSA instructions.
But as i understand it come may 2018 aftermarket HID conversions will be policed more closely..
There has been alot of discussions over the years around aftermarket HID kits and they are a popular mod. Initially the consensus was these were illegal, then later that they were largely accepted.
However, the upcoming update to MOT user guides, (due for May 2018) are quite clear that aftermarket HID will be classified as a major fail.

'Some vehicles may be fitted with High Intensity Discharge (HID) headlamps. It is not permitted to
convert existing halogen headlamp units for use with HID bulbs. If it is clear that such a conversion has
been carried out, rather than replacing the entire unit with one designed and approved for use with HID
bulbs, the headlamp should be rejected. '

there is a comment that auot levlling systems are difficult to test, so in the case of doubt the benefit of doubt should be given....
Headlight washers, these must work, but it seems testing of these only applies to cars registered 01sep2009 onwards...
