I don't think I've ever had discs that didn't end up like this. Even taken a small grinder to take the rust off to give them another pad change.
Nowadays I tend to fit discs with pads, altho I use cheap discs and decent pads.
Nothing has convinced me yet that one disc is better than another. Well not within the same order of magnitude of cost.

I've always used cheap discs, well since the 90s anyway, nothing bad to say about them.
I've used posh tarox discs and they were no different to the std discs in braking performance so I never bothered again.
Now pads, they do make a difference and they've got better and better over the decades.

Coated discs will stop the rust around the edge and centre. Only reason to pay more really, because they're all flat bits of metal at the end of the day.

I did try high temp paint years ago but all there was was that exhaust paint and it didn't last ever so long. On the hub parts it lasted well. After a while I couldn't be bothered and just changed the discs and wire brushed the disc edge to keep the corrosion back when I lubed the calipers.

Same ... Usually a cheap front for £10/disc and £5 for the rears. Double that for Brembo-branded discs.

Pads matter though. I run steelies and winter tyres year round and don't car about dust.

I also used to invest more on pads. Tried Ferodo, Brembo, Bosch and Textar. Ferodo brake well but last less. Brembo last longer but spread dust like mist. Bosch are decent and cheap. Textar don't have that grip I like. Back to brembo nowadays just to pair with the groved discs.

I've got ferodo premier pads on for a while and work well with standard Brembo front discs with the car mapped , never been a fan on grooved discs on day to day driving
