Just to recap:-

Mid August 2016, just before the 3rd service and my 3 year warranty ended, my Emission Control System fault warning light (continuous yellow engine block) came up.
Bank 1 O2 Sensor diagnosed and replaced under warranty. Although strangely the warning light did go out between the diagnosis and the O2 sensor being received and fitted by the dealership.

Early February 2017 Emission Control System fault warning light (continuous yellow engine block) up again. Again a Diagnostic test pointed to No1 Bank O2 sensor, but warning light inexplicably went out at diagnostic check! Dealership doubted O2 sensor fault so no remedial action taken.

19 March 2017 Emission Control System fault warning light (continuous yellow engine block) up again.

I have good acceleration from a low speed with high revs, car is driving normally and a getting a good mpg over the 20 miles since warning lamp re-appeared (53mpg).

Should I put my head in the sand and wait to see if it goes out again?

Do you have Seat assist cover? (Free if you service through the dealer usually).
If so ring then and ask for a Seat specialist to be sent.

What dealer are you using?

I do have Seat Assist. Agnew Auto Exchange.

The car can be driven (warning light not flashing), so not really a breakdown.

Am not sure what diagnostics Seat Assist will carry out that would be different from that in my dealership of whom I would live in the hope of continuing with free diagnostics through some goodwill (outside warranty period). Especially IF IT STILL INDICATED THE O2 SENSOR replaced when last defective and within warranty.

Really a bit frustrated and concerned since I'm booked to take car to Scotland next month.

I wouldn't go near Agnews after the experience I had with them after buying my Ibiza, I'm not surprised the issue isn't sorted which is why I asked which dealer your using.. I always use SERE in Lisburn now. (Also get parts from Dave in SERE Belfast)

Seat assist will come and diagnose in the driveway and also try to fix it straight away. At least you can watch over their shoulder and see what's happening yourself and what fault codes are there.

Began to think it would be a good idea to buy an onboard diagnostic tool myself and seeing what it comes up with, but I probably need more expertise for that.

Took your advice chrisRibiza and rang Seat Assist. AA technicians diagnostics showed same o2 sensor problem originally encountered back in August 2016 when the sensor was replaced under warranty (Code P2196). AA technician did search to see if there were any related Seat software updates for my car, but none found.

Concerned to hear that you have had bad experience with Agnews, . Not at all happy that I am outside warranty guarantees but will stick with them since they have been involved to date with this ongoing problem.
