This sounds quite normal - the ibiza has an electro-hydraulic power steering system.

The hydraulic pump is electrically driven and makes the wirring noise in operation as well as drawing quite an amount of current.

I tried a brand new ibiza a few weeks ago ( test drive ) and it does the same thing.

that's a relief. I've only had it a few weeks (03 reg) an thought it had packed up!

Yeah, the lights dimming when turning the wheel at low speeds is normal. If the lights are flickering without turning the steering wheel then you have a problem.
