small pipe to turbo actuator/ vacuum pipe turbo ....info needed!

Any info on the general workings of this. I have a leon cupra tdi 150, when i put pressure on the engine (uphills and just puttin foot down slightly) im getting a noise and slight jerk like either somethings blocked or losing power. no lights up on dash and no codes on diagnostics.
the sound i get is a kind of ah ah ah, So ive had a mechanic have a look to see if any hoses had split and all looks fine ...apart from this small thinnish pipe to the turbo actuator (can also be called vacuum pipe turbo). it doesnt look like theres a hole or split as such - its kind of worn a bit on the side of it...could this be enough to make the car lose power and do this jerking thing? it also goes into limp mode at different speeds usually about 80mph but has done it at 40-50mph. just want to know if anyones ever had the same kinda problem or ever changed this pipe, also a basic understanding of what this pipe does in relation to the turbo/boost. any help much appriciated as im not mechanically minded! cheers
