Seat Leon Mk4 1.4 eHybrid missng features

I've just bought a used Seat Leon Mk4 Estate, xCellence Lux I believe as it has leather and suede seats. It was sold originally in France. The seller told me it has road sign recognition, heated seats and steering wheel. I can find none of those in the Infotainment menu. Am I missing something? I did something with Seat Connect but maybe it didn't finish the process? I'm also not the "main driver". 1) Do I have to be the "main driver" (that's the best translation from Romanian I could find) to have access to those? 2) I noticed a "Store". Do I have to buy a subscription or something to get them?

PS: Got a windshield washer problem. I move the right steering column control (i.e. the wipers) up towards the ceiling but nothing comes out of the sprayers. Just the wipers doing their thing. I've poured washing fluid in the reservoir (about 700 ml) and nothing changed. I get no "low washer fluid" warnings.

If you have a heated steering wheel then you'll have a button for that on the steering wheel. Heated seats will be in the clima bar on the top of the infotainment display. Road sign recognition is turned on by default, you can't switch it off to my knowledge.

Windscreen washing is by pulling the lever towards you, not upwards.

Perhaps download and read the car's manual, you'll find all this and more there, written in Romanian if you need it.
