why bodge it twice or more because the rust will come back. cost is gonna add up and u never be happy!!!
like said above cut off the rusted metal and weld on a new piece. a bit of filler n paint and ur done. might not be the cheapest job in the world but thats life!!

It happens more on the passengers side than the drivers due to the build up of water / salt / crud that gets flicked up at the car from the gutter!!
