Rear bumper question

Im going to buy the facelift rear bumper like this.

Question is everytime i see one on ebay or such they are missing the black bit where your number plate sits do i have to get this aswel or do they just miss it off pics ?

I called them today about that and they said it doesnt come with the lower part. They advised Seat or maybe some of the guys on here know somewhere!
