Problems starting my IBIZA 2.0 sport(mk 4)

Hi guys....As the title states im having alot of trouble with my car failing to start up 1st time. 9 times outa 10 it doesn't..... Im not sure what it could be, but second effort 2 start car - WORKS, but struggles. Im not sure cuz its the bad weather or.......

I'll turn ignition key as far as it can go but still dont start, similar 2 if theres no petrol in or flat-ish battery

Could anybody help me out, or give me sum ideas on what it could be?

Low battery voltage possibley. Fuel pump will struggle if there isnt enough. Spark plugs?

How many miles has it done?

its only done 18k m8 and theres always plenty of petrol in. U suggesting spark plugs maybe??
