Over revving issue

My 1.2 has had a issue with over revving for about a month now. It happens when im stationary (idling) at lights and changing gear. When im changing gear i take my foot off the accelerator and push the clutch down and the revs rise (If i change at 2500 the revs will go up to 3500/4000) and then gradually go back down. Hope that makes sense. Ive changed coil packs, spark plugs (they needed changing) and cleaned out the throttle body. i did have a issue when the car took ages to respond when pulling away from a junction but that was a problem with the spark plugs. Any ideas what could be causing this? Any help would be appreciated. Thanks
