Sorry to hear about your alloy, I had the same thing when I trusted Halfords a few years back like a fool.
They appear to have admitted responsibility. I am sure you know but just incase, the face is diamond cut with a very thin layer of lacquer. Diamond cut wheels are notoriously hard to keep looking good, if the lacquer is damaged in any way water gets under it and it starts to lift. A Smart repair will not be good enough, they will need to skim the surface and re lacquer the entire face of the wheel, I would insist on this or a new wheel.
There is also a limit to the amount of times a diamond cut face can be repaired - try and push for a replacement.
