The laquer has started to peel there, the proctective layer sprayed onto the paint work after it has been sprayed, brings shine & seals the paint. I am afraid no amount of Halfords clear laquer cans will improve that and as far as I know, the only way to hault it is to have the whole affected panels (if you want an even coulor match) resprayed and laquered. A good bodyshop should be able to blend the new paint into the rest of the bodywork.

From the pic you have added, your paint looks very faded on top of your car so some spraying could improve it lots :)

That is basically orange peel (clear coat lacquer peeling off). There are two ways of going about this

1) Wet sand using 3000, 2500 Grit paper and then machine polish
2) Machine polish them out using a soft pad but aggressive polish. This method is quite hard and can be time consuming but worth a shot if your not confident in wet sanding.

I am assuming that this is just one small layer of the clearcoat that's come off...if its gone down to the paint then it needs a respray. Problem you have on ONVI coloured cars is there is no UV protection in the lacquer so the whole car will need to be resprayed if suffering from paint fade.

Orange peel is when the paint/clear cote looks like an oranges skin. This is due to poor painting techniques when painted.
This is fecked clear cote which you cannot help or stop now its a repaint job
