I have very limited knowledge of this, but I believe (and I may be way off) that the standard TIP collapses under the vacuum caused by the turbo under load, therefore restricting the airflow to the turbo and limiting its performance. These silicone ones and much stronger and don't collapse, therefore allowing much greater airflow to the turbo and in turn, greater performance from the turbo. Again, I may be way off due to my limited knowledge as I'm basing this on my background in ventilation.
