The broken wire that I (and others) encountered is at a connector block on the front edge of the gearbox. You really need to get underneath and look upwards to see it.
The most obvious symptom I saw was that my fault light always illuminated exactly after startup.
If your power steering is inoperative on startup I'd suggest the fault is elsewhere, although it couldn't hurt to check for this wire. I think there are other known problems with power steering failing in freezing weather, something problem with wiring at the PS pump connector. Have a search...
