dead fuel gauge

my brother has a 2002 130 tdi sport, he has a dead fuel gauge, although it sometimes works for a short time

the orange low fuel light comes on when you turn the key and then goes off again and as far as he knows the low fuel light comes on when the fuel gets low

I have reseated the plugs and sockets on the rear of the instrument cluster for him but still no joy

I am thinking that the sender unit in the tank must work as the orange light seems to work as it should

has he got a problem with the fuel needle part of the gauge ?
can you buy just a fuel gauge ?

or do I remove the cluster, have a look at the gauge and see if there is a loose connection or dry solder joint ?

mates old 106 used 2 rattle a lot and everntualy wore a cable out connecting his fuel guage, cant imagine it is that though mate.

heard of this fault before and was pin pointed and fixed to be a wire in the footwell that runs to the fuel gauge but ive only heard this
