can this be right ?? EML !!

ive just been going through all my paperwork for the car and ive just flicked through the appendix to instructions manual and it states that item mark with a * are optional extras on certain models or are only available in certain markets. items marked with a * are

warning of temp/level of coolant
warning of fuel level
display of audio info on dash
indication of outside temp
seat belt warning light
diagnosis light (EML)
brake disk wear
windscreen washer level
abs
tcs/esp
airbag light


well now ive read this im thinking that this is why my eml and seat belt light have never worked...
