Cambelt Postion

I have recently purchased a ibiza 1.4 petrol 138hp fr black. Checked physically that the cambelt has been replaced but its sitting on the edge like the picture below. Is this normal? Do I need to get it adjusted to the middle?

Yes, typically where it sits on EA211 family of engines, does not instil a lot of confidence on its design and assembly though.
