If you had a low line module you have no lin bus diagnostic communications wire to the CECM. You need to run a diagnostic wire so the steering module can communicate with the rest of the car correctly.

When you buy the genuine cruise control kit it comes with a wire that's required if you had a low line controller. This is installed between the steering module and central electronics module to allows communications.
There will be a guide on the Internet somewhere of where it needs running then how to code it. they're the same as a mk5 golf.

Hm ... Of wiring jack of SWCM i have 9 wires . from pin 1-10 missing and pin 14 missing , i have 11,12,13,15,16,17,18,19,20 pin's . Where must i put this wire on who pin of SWCM to who pin of CECM ? I forgot to say that my Cruise Control works with the new module.

No , my slip ring is 1K0-959-653-C Type2 . My new SWCM must work with slip ring Type2 . This is my old SWCM.

1K0-953-549-AE Type 2 SW 0070 Lowline Yes - -

this is my new SWCM

1K0-953-549-AQ Type 2 SW 0070 Highline Yes 1.3 -

They are identical and must be interchangeable ? I check here http://wiki.ross-tech.com/wiki/index.php/Steering_Wheel_Control_Module_Versions and don't see problem . Or maybe my new SWCM work with slip ring 1K0-959-653-D ?!

Hi, I know this topic is so old, but I troubled same problem as the author. I have a VW golf mk5, I would like to retrofit the CCM to my car. Originally there was the following SWCM in my car: 1K0 953 549A - Midline with 1K0959653 clock spring. I replaced it to the following SWCM: 1K0 953 549AQ - Highline with 1K095653C. I had to set up the controller wire (Pin 13 under the steering wheel black connector to Pin 4 blue connector under the window wiper). After the setup, I modified all necessary value in the VCDS and I released the horn doesn’t work. I checked many forums, but nowhere found the solution.

But here you can or someone who will need this information will found the solution:

Unfortunately there is a little bug with 1K0 953 549AQ SWCM, This SWCM is highline there isn’t matter the multifunctional steering wheel option switches off in the VCDS, the SWCM handle always multifunctional steering wheel option… Therefore the 1k0971584 type of airbag harness is not suitable for this SWCM, because the airbag pin is different position of the clock spring connector as the lowline module. (I disassembled the 1K0971584 airbag harness and but the horn 12V wire right position, but it also not working.) Therefore I replaced it the 1K0971584C type of airbag harness (this type is include the Multicontrol steering wheel modul connector) firstly I tried it and still not working, but when I connect the cable for the MCSW modul (1P0950542) the horn is working and the horn is perfectly working.

So if someone is buy AQ SWCM, they also have to buy 1K097158C type airbag harness wiring and 1P0950542 multi contour steering wheel modul and everything will be work appropriately.
