Do you know if its the older "physical" chip? The more modern version of apr is not visible as such, unless you know what a standard mapped ibiza feels like to drive then i would say the easiest thing to do is take it for a power run on a rolling road.

Has the car got an aftermarket boost gauge fitted? If it has you will be able to tell, 8 psi is standard, 15+ psi means it has been remapped.

can you "feel" the turbo? if so, its mapped
Or - plug it into vagcom and do some logging, i used to be APR mapped, heres one of my logs on a motorway run, left is RPM, right is Airflow (G's) (you should see similar), you could also log actual vs requested boost to see what you are boosting at

3880 128.86
4000 155.58
4120 159.28
4280 159.89
4360 161.69
4480 162.22
4560 163.17
4680 163.53
4800 163.31
4880 165.11
5000 166.81
5080 167.06
5160 164.5
5240 165.97
5320 166.33
5400 166.19
5480 165.67
5560 164.86

it is mapped mate

sounds like you have a leak somewhere though

check all your vac hoses, ic piping etc .....
i was hitting 20psi on my apr map then throughout the rev range it would drop to about 13@6k
