rust

is it normal too have what would appear to be rust on the brake discs? i noticed it when washing the car at the weekend, the same sorta colour is also on a couple of the tyre walls. Car has only done 2700 miles, so would this appear to be a fault or a 'charachteristic' ??

Ive noticed on the rear arches of my beex underneath, theres quite of bit of bubly rust under the paint.... what can i do about this as the rest of the body is mint....would a body shop rub it down and respray it or what? How much would i be looking at james
