On the 3 and 5 door you have the reverse on the left and fog on the right. This is flipped in countries that drive on the other side of the road.

The ST has two reverse and rear fog lights.

There's 1 reverse light on most models. The left light in the Uk , the right is actually the Rear Fog Light. I've had 2 Ibiza's one standard and current FR. And they are like this.

The Ibiza SOL model has 2 reverse lights that's something I've clocked that on.

No - my 2011 five door has two reverse lights and two rear fog.

The three door cars have only one of each.

Does anyone know if there is a way of moding the light so you can have 2 rear fog lights and 2 rear reverse lights?

I'd not think so, one way too achieve that would be to buy a LHD LHS light cluster and rewire the car so that you had 2 rear foglights, then fit a couple of stand alone aftermarket reversing lights, but, as far as know, common sense dictates that there should only ever be one rear foglight and that foglight should be at the offside of the rear of the car. The idea behind that is, if you have rear foglights on and the offside one fails, it is possible for someone, can, while driving like a idiot, can overrtake you and hit the rear of your car - now not my way of driving maybe or most people's, but the safety regs are normally written to avoid accidents and not allow idiots to cause them.
Why oh why a "penny wise" company like VW Group would ever allow any cars to be fitted with 2 rear foglights beats me, the law mandates that there needs to be one, so most manufacturers only fit on a cost basis, and for the previously mentioned possible safety issues.

Now, I/you might think, if a single foglight bulb fails, is it not better to have another lit even if it is on the wrong side, I will confess to having fitted a second one to my previous car - but I tried to justify that by saying that I needed that when driving abroad on the other side of the road - though having 2 rear loglights and a "side selector" switch would have been a better idea maybe!
