My FR TDi has horrific understeer...

Would lowering it help? How about a Seat Sport strut brace?
Are these only effective with standard suspension?

What are Apex springs like? I see them all over ebay...

Any setup recommendations?

Don't have the money or need for coilovers...

i have PI springs on my mk4, but going coilovers soon

to help the understeer;
rear spacers
rear arb
front arb
front and rear strut bars

and most of all good tyres, and not the standard pzeros
try toyos or uni royals

Whiteline rear ARB is a great bit of kit. A must really... I was a bit sceptical before I got mine but it really does make a difference!

I have Eibach lowering springs on mine and I don't think they make much of a difference really to the ride (maybe a bit less crashy) just makes it a bit lower.

Rear spacers are a good idea too as they widen the rear track therefore making it more stable when cornering.
