Who has the quickest leon

In what terms as quick can mean different things on a car. Acceleration, top speed, going round bends etc.

The answer is probably the guy who races in the same series as Bill at Castle Combe, he has a fully race prepped LCR with 400bhp+

The leon 20vt can be every bit as capable as any other 20vt motor from vw/audi etc so really its a case of how much money you have.

There are three BT leons that I know of
Songman's 370 BHP Jabba'd one
RobDon's 300 ish BHP BT Star performance tuned one
CSD_19's 320 BHP BT Star performance tuned one

Not sure what time each does 1/4 mile but quickly

Don't forget Traumapat is running about 330 IHI. I think Yuman's is likely to have consideralby more power than mine.
