If i bought a Leon Cupra R for say £12k but took out a 16k loan and spent the 4k on:

18" rims - black mulitspoke with chrome rims
Forge FMIC
Forge DV
Dynatwist
Blueflame full exhaust system incl. race cat
coilovers
Jabba remap

4k should cover that right?

expected output of around 280bhp?

Yes, yes you would indeed be mad. Buy the car and then save your money each month until you can afford it. In a few years time when you come to sell the car, if you've not cleared off the loan 100% you'll end up with a car worth a good few grand less than you owe, so even if you sell it you'll be paying for something you don't have.

good thinking, although would be quite mad to have a fully modified car in a week of ownership, i am very impatient you see, and i hate driving a standard car, i suppose i wil have to learn some patience lol

I know what you mean! There is always the temptation to blow a couple of credit cards on the car, but you have to be at least a little bit sensible!

How about spending 16 on something more special, i love the leon but an M3 is more tempting!

Agree with everything said above i spent a lot of my credit card on my car on 1st year of ownership and regretted it as i have had to pay off that before i have been able to buy more mods

I would keep an eye out for an already tuned example. You should get a good tuned version with the majority of the above for 12-13k.

Or spend £8500 on an older LCR, and then £4000 to spend on it with mods?

sounds like a plan to me, would be a shame to spend so much money on a car, and then go and change it like that straight away. If your going to mod it like that, why not buy an older exmaple?
