Water Ingress NSF Footwell SX Tdi

Hi,I have a little problem you may be able to help me with.
I have an SX Tdi that has a wet carpet/soundproofing in the passenger front footwell.
I took the pollen filter out to find some water in the heater intake, this was 1 week ago.
Dried the carpets etc,put back with newspaper as temporary instead of insulation(3 days to dry)
I removed the heater intake (pollen filter housing) under the scuttle plastic panel and cleaned it all up,then refitted with a bead of silicone
Its been in the garage all week, went out yesterday in pouring rain, but alas I have wet newspaper in the footwell.
I have looked at the heater area and this seems to be dry.

Any ideas where it might be coming from?
Thanks

I have water tested for a while and found that water is getting through behind the door speaker.
This is where i fitted different speakers,I taped the membrane where i tore it slightly, but the tape has come unstuck over the last 7 yrs.
I will repair it again and see what happens, fingers crossed

Nearly always water ingress is due to the door foils (membrane) coming unstuck at the bottom. Quite often if the car has had any work by a bodyshop this happens as most are very poor at re-instating this vital piece of plastic.
