I hope that this question has not been answered many times before, and if so please flame me, but give me a link!
Given that I do not have, or indeed like, laptops, I am debating the advantages of a USB cable v/s a serial one.
Ross tech states USB is not any faster and, as I understand, you can not access functions (such as window control) unless you use a serial interface.
I do have a couple of book PCs which run off 12v, so that would do for mobile logging, so am I missing something, or can I do all plus more with a serial cable?

As far as VAG-COM is concerned, there is no difference between the USB and Serial interfaces in terms of what you can do. In terms of speed, on older computers, the serial cable was actually faster than the USB cables. On present generation machines, there is no apparent differences.

I am not sure to what you refer about the window control. Are you referring to some other software product that allows you to change the controls for your windows?

Horace, the need of serial hardware you refer to is not a question of VAG-COM but it's a question of the 3rd party hardware you want to use. Under these conditions you should also be aware that the VDS-PRO software people use for such changes is in most cases an illegal copy and explicitly not Shareware or Freeware - no matter if you get it as a download from "somewhere".
