Turbo lag, does it need cleaning?

I have been noticing for Months, that my Turbo on my Leon 130 TDI can be very laggy, mostly when cold. Also sometimes it will cut off, normally in 3rd gear when just hitting 3000 revs and twice it has done it to me in 5th gear when I put my foot down at 2500 revs :S. I normally have this problem when the engine is still warming up and I'm not one to go heavy on the car when its still cold. It's more annoying when I go up a hill which I know I can do in 3rd but the car can't do it and I got to drop down in 2nd.

I tried changing the Air flow metre and it did not make any difference and I decided to wait until my next service to see if that would solve it, in case it was not the turbo but it's still the same. Someone also told me to try driving on a motorway and sticking to 4th gear to keep the turbo hot and it will clean it self. I have tried this but still did not notice any difference afterwards.

I mainly do small roads and not a lot of motorways on a everyday drive but I'm not the type to keep to low revs to save fuel. Would it be that the turbo would just need to be taken off and cleaned? Because that is the next option I will try so I will be taking it to a garage to be done as I wont be able to do it myself. Has anyone else had to do this and how much will this hit my bank balance? I'm not expecting it to be a lot but I just want a heads up before I go and book it in.
