Sticking handbrake levers on rear calipers

Car is 2.0 16v SX.

The car was parked with handbrake on for about 4 months before I bought it. When the handbrake is released, the caliper levers don't return to the stops. If I take the cable off and work the lever by hand then it returns ok, but when the handbrake is applied, they don't go back fully.

What's the best way to free them up? I've squirted some WD40 around the pivot point and worked them by hand but they still stick. If I remove the nut holding the lever to the caliper does the lever simply slide off the stud and will this allow me to get some lubrication into the mechanism?
