Steering Fluid Leak......HELP....

Right was at work tonight and got a phone call from the women to say she was stuck at tesco as her power steering in her car.

I arrived and started the car to find the power steering when turning was clicking/knotchy when being turned (just the feeling not a clicking noise).

I realised a small leak under the car at the driver side wheel so i turned the steering as best i could full lock to the left so i could see behind the wheel abit and found that the fludi was leaking out of the arm/rack.....

I didnt get a picture but i found this one on google images and have circled where it is leaking from on the womens car:

It is leaking right at the beginning of that plastic/rubber cover and I not sure if it is meant to do the following but when i touched it i could slide the cover back and forth on the shaft!!!

Anyone know what this is, is it a simple matter of getting a new jubilee clip and putting it on the cover or is there a seal OR is there even meant to be fluid in that......

i know my way round a car but something as specific as this im unsure about, anyone know anything about this or have had this problem?

Would love to get it fixed ASAP if i could myself?
