Just to add to the questions, are the smaller one's legle, or do they just give the police a reason to pull you over?

Technically, don't the characters have to be a certain size and typeface though?

The requirements depend on the age of the car, but I think the current format has a specific font style and size, with a set distance between characters in a set and distance between sets of characters. I'm not sure if the overall size of the plate has a set size as well.

Surely if you reduce the physical size of the plate, then you're going to have to change something? Be it the font size or space between the characters?

I'm not trying to be awkward btw. :)

My plate only has 5 characters, not the normal 7, so I could keep the correct spacing on a shorter plate if I was allowed a shorter plate.

no they are not legal. however ive been driving my rx8 about for 10months with NO front plate and not had one issue (apart from every tom **** and harry pointing out there is no plate on the front!)
Alot of cars have a small plate these days, its not uncommon. If you get pulled for something though, expect just a slapped wrist if they notice,or at worst a £30 fine and a producer ( have had both from previous cars!)

This is perfectly legal to do.

My plate has only 5 characters, so a full length plate looks a bit daft with all the blank space on them

I cut mine down, according to the regulations. The relevant one states:

Top, bottom and side margins (minimum) 11mm

As long as the typeface is the legal size, and you leave the 11mm gap to the edge of the plate, they are perfectly legal.

Mine has just passed it's MOT with them on.

How many letters/numbers do you you have, did you have to make them smaller to make them fit? Did they tell you what made it not leagl?
