I think you may need to have more than 10 posts to be able to PM.
When you want to do it. Go to a post of the person you want to PM. Click on his/her name at the top left, (where it says "persons name" is online now and join date etc) and select Sent a PM to: "persons name". Thats how I do it anyway.
