Seat Ibiza 1.2 TSI 2011 power steering intermittent problem

Hi I have an issue whereby when I start the vehicle sometimes the power steering works ok and other times it doesn’t. When it doesn’t sometimes it will be ok after another restart. It was all ok up until a week ago. Can anyone point me in the right direction of what it could be? No warning lights on the dashboard even when it doesn’t function. I have a fault code reader/programmer and it shows no fault codes even when not working.

Hi just realised that my code reader/programmer doesn’t read power steering fault codes. But nonetheless I have an intermittent issue with the power steering working sometimes and not others. it had never stopped working whilst actually driving, it only ever plays up when starting the vehicle. Sometimes it works on first start, other times not, but after trying multiple starts you can usually get it to work. These are no fault code symbols showing on the dashboard even when it’s not working. Is it more likely to be a faulty power steering pump?
