First of all you need an external waste gated turbo.
Next you need a friendly MOT garage
Next you'll need ear plugs, big strong ones.
There was a guy on here had one but he couldn't stand the noise
He ended up 'T'ing this back into exhaust system as it was TOO LOUD

youtube search screamer pipe.. all will be revealed..

I suspect your mate is describing an open exhaust bypass, as opposed screamer pipe from an external wastegate

to be fair they do sound mental, as two of my mates have giot pulsars running around 450bhp with them on, its upto you whether you could live with it every day though!!

Very very expensive option.
Usually linked to a turbo specifically set up for this or a turbo that you can replace easily.
In your quest for more power better to either change turbo to a bigger/better one or maximise your turbo with stage 2 mapping with mods and say NOS or WMI.
But if your wanting alot more power best off going straight to a BT or change car for a faster one.
Don't do it on the cheap as it very often becomes a huge head ache
