Remote Central Locking

Long story short, bought a mk4 Ibiza, came with 1 key and i forgot to check central locking before i got it (In my defense i was looking at 3 and did test the other 2...not that it helps). Central locking works fine using internal button, the remote has had a new battery and shows life, but does nothing to the car. Tried reprogramming using the ignition on, key out hold lock button and press unlock 3 times, key just constantly flashes, i don't get the 5 flashes or any signs of life or noises from the car. I've bought a random "working" fob off ebay and tried the same process, same result.

Borrowed a Carista OBD device and ran diags and got the following faults;
Central electronics:
02660 - remote control not adapted
03396 - Supply voltage terminal 30 for central locking: Open circuit
03430 - Terminal 30 for turn signals/ brake lights: Open circuit
00532 - Supply voltage: Open circuit
00538 - reference voltage: Open circuit


After a fair bit of googling the terminal 30 kept taking me back to fuse 48, but its fine - I've tried replacing the fuse and no dice, took out the fuse entirely and the internal central locking button stops, so i feel like it has to be either the receiver or the wiring - But i figure if it was wiring i may still be able to get the key to program - Which I can't :(
