I have a 2009 Ibiza FR TSi. I would like my city/parking lights to become Day Running Lights. Is it possible ?? (with Vag-com ??)

I would have thought you could do it. There is a setting for my VRS that allows it.....Scandinavian Lights setting. The Skoda detail is below but be careful in using these "instructions" on your car as they may not be correct. Vag-com does have good label files for the Skoda that allow you to confirm what it is you're changing when using "long codes" - not so sure about the Ibiza - so just be cautious. Use these instructions to have a look around to find the right location for what you're looking for.
