Part exchanging for new cars !!

Hi all, Could i ask what maybe a silly question, I have had my new SEAT LEON 2 Stylance just over a week now and i have to say that i am not entirely impressed with the condition it is in.
When you part exchange a previous car for a new one why is it you cannot have a factory fresh one, it wouldnt bother me to have to wait i think its up to about 14wks if i am correct for some cars, but at least the condition should be purfect or near, the one i have is showing signs of rust in various places already, i dont expect to pay out for a brand new car and get a car that is fair condition, it seems to me this one must have been sitting at the docks for period of time.
Is it that if you are not paying out the full amount in cash that this sort of thing happens.
Sorry to probably sound stupid, but i am getting furious at the new things i keep finding that look rusty on this car, and in the end it makes me look like i am being a pain in the rear to the main dealer by keep moaning:confused:

i part exed mine and got a brand new one straight offthe line i would complaint that bang out of order
