paint flaking off - massive chip

hi, i noticed this massive (stone?) chip on the rear wheel arch

it's only rusty because i put it through a car wash on saturday (paint's already in poor condition, so don't whinge about me using a car wash ;))

anyway, what do you people recommend?
i'm in norway atm, and due to extortionate labour rates, i'm thinking of just touching it up with a brush and clearcoating it rather than respraying the whole wing, as that would cost a few hundred quid!
due to the car spending the first 6 years of its like powering up and down autobahns, if i respray, i'll do it properly :p

anyway, what are your suggestions?
It's not worth taking this up with Seat is it? paint shouldn't flake like this should it? i mean how tf can a stone make such a mess?!

i would get a bit o wire wool, or the likes and carefully remove the surface rust starting to appear , im sure primer and a touchup , wud be ok , but unless ur a Pro , mite not be too good of a job like mine on and old car i had ,

yes, my bonnet is also covered in chips, as are my wings
the downside of buying a car that spend 6 years driving up and down the autobahn :p

it's just i've never seen such a huge area of paint chip away, especially on the wheel arch. usually it's rust bubbling up..
