In my experience it definetly does have an effect on the climate control
As a few people have said, if the ext temp sensor is reading high temperatures in cold weather then the hot air will not be as hot as it should be. This was certinly the case when mine was broken, I had to have it on 28 or HI to get hot air.
I'm sure I read somewhere on the forum that this was the case when mine was broke as I searched for it. Can't find it now though
