MY03 cupra fogs - same as early cupras?

I've got a dodgy drivers fog on my MY03 cupra, and have been offered a new one from an older cupra (smaller bumpers model) for a good price.

Are they interchangeable?

I have heard that the part number for the MY03 fog is IMO 941 700C,

The ones I have seen from the std leon bumper range from 1M0 941 702A/B to 1M09 41 699A/B. Whats with the different numbers? If these ones are all the same light, why dont the numbers tally?

They are the same. I've fitted my old MY00/01 fog light to my new MY03 bumper with no problems.

1M0 941 702 B offside

will fit all Leons except the Cupra R

The other part numbers you mention do not exist.It is possible they were taken from the part itself, part numbers on a car do not always match the replacement part numbers.
1M0 941 699 A and 699 B do not exist
